No. A person does not necessarily have to have education and Healthcare to survive. They are not rights. They are not necessary for a person to live a normal life. "A privilege—etymologically "private law" or law relating to a specific individual—is a special entitlement or immunity granted by a government or other authority to a restricted group, either by birth or on a conditional basis."

Why on earth would you put down the definition of a privilege when we are talking about rights?
I think you'll find that free speech, freedom of movement habeas corpus and most of the other rights that we enjoy are also not necessary for people to live a normal life and they are also only available to only those priviledged enough to be born in a free country.
