Strictly speaking, that isn't true; the EULA for games you buy does not include you being legally allowed to copy images from those games, even as a backup. So, yes, technically anything like that is piracy.

Too bad that those EULA:s don't matter/they matter only in USA. Where I live it is perfectly legal to make a backup copy of your game.
