Depends on the point of view.
By the sales means, all consoles who previously won started out slow and then grow faster. But if a console who was loosing at the beggining and turned the table, were two: SNES and PS1. SNES because was released after the Genesis and took some time to overthrow it's leadership and PS1 because in the beggining (in Japan) was selling less than Sega Saturn.
