u should know that "shipment numbers" is what matter for them , not what is sold to gamers.
I don't know the shipments numbers for LTR , SO4 or IU.
if someone knows plz enlighten us.
I think they can ship 1.5 milion copies in Japan alone.
3 milion at least for Europe and another 2 milion at least in NA.
making the game multi was the right choice for both SE and gamers.

Since no FF has had a first week under 1.5 million I hope they ship about double, or it will definitely be seen as a failure in Japan.

Easy there. It's been a long time since a Final Fantasy game has sold close to 3 million in Japan. I don't see it happening again, not on PS3's userbase.
