The real question is which strategy is the most effective?

For the development cost of Killzone 2, Microsoft was able to publish Gears of War and Gears of War 2 ... For the Development cost of Gran Turismo 5, Microsoft was able to publish Project Gotham Racing 3, Forza 2 (and will probably be able to publish another racer before Gran Turismo 5 is released) ... For the cost of those 2 Sony Games Nintendo has (probably) been able to publish Super Mario Galaxy, Super Smash Bros. Brawl, Metroid Prime 3, Mario Kart Wii, Wii Fit, and Mario Strikers Charged.

Gears of War's development budget was claimed to be $10 Million by Epic and was kept so low primarily due to the use of cheaper Chineese labour, and Gears of War 2 was developed in a similar timeframe by the same development team so I doubt the development cost was drastically higher. Before it was delayed from a holiday 2007 release Killzone 2 had an estimated budget of $50 and was the largest entertainment project in the Netherlands' history ...

Now, the Gran Turismo claim is just my own expectations ... Last I heard Polyphony Digital had more than 50% more employees working on Gran Turismo 5 than Bizarre Creations or Turn 10 Studios, and Gran Turismo 5 has been under development for more than twice as long as either Project Gotham 3 or Forza 2
