For the similar reasons as why one can classify the Zelda series as Adventure instead of RPG. I consider story-centric/driven gameplay among other things to be the hallmark of an RPG.
In Zelda, the story exists to give the player reason to explore the world, traverse dungeons, get shiny new toys...etc.
In Morrowind/Oblivion, the story exists to give the player a reason to play in the sandbox world that Bethesda is becoming known for creating with the Elder Scrolls series.
To truly understand what I mean, play Oblivion and Baldur's Gate II. Compare those two games side-by-side and you will have a very good idea of the difference between an Adventure game with RPG elements and a real full-blown RPG.
