Give Sheva no weapons, and have some flash grenades yourself. Go to (I think) 2-1 and move through the stage untill you get to the ambush right before the truck on the bridge part. Should be a big fat shirtless enemy in the area. Use a flash to stun him, melee him, let Sheva hit him, (with no weapons she should) then hit him yourself one last time.
That's not the only way, but it's one way. Anytime you shoot a normal baddy in the arm you can start this combo, but the odds of them dying before it finishes, or something interuprting you are pretty high. =P
