Yes; I hope so. But we have to perfect the necessary technology on Earth first, such as growing essential plants in controlled conditions, some form of atmospheric regulation, and making it so that you don't need years of training to stay there.
We have to be prepared to commercialise it (not the scientific discoveries made; the mining, space transport and resource industries). That would provide enough funding for a permanent settlement.
