Like every Total War game Empire has some flaws. Guns instead of Swords needs a whole different tactic.
In one campaign I wanted to conquer this city, but it had the best possible walls. Even outnumbering them 3 to 1 would win me the game. So I tried to play it myself and lost again. It take minutes to blow open the gate. the gate was too small to let more then one person in at the same time. And then I lost still outnumbering them, but everyone just fled.
And new rebels arise almost every turn.
