No it would not have.  NK is clearly violating UN ICBM regulations that prohibit them from launching them.  In any case, satelite or missile, it was launched upon a Taepodong-2 ballistic missile that threatens the greater Pacific area.

 

 

 

Actually, the bbc reported that south korean ministry reported that they did in fact see a satellite on the rocket.
Taepodong-2 is not an ICBM, it's a rocket. there's a difference.
