Yeah, I love rain, it always makes races exciting, but they knew this rain would be too much to handle, I mean, I'm always against suspending races, but the track was completely flooded, it was absolutely impossible to drive. Though the spray thing sounds good 
If I ranked him, he'd not be in the top tier (which would have Alonso, Hamilton and Vettel, and maybe Raikkonen and Kubica), but he's definitely one of the best of the 2nd tier. The only time he had a good car (2004 season), he finished 3rd in the championship, after the Ferraris that had a car that was out of the world that season.
I think the less test rule definitely screwed him, maybe they've become too dependant on doing a lot of tests. Or, I read somewhere, that since they were contesting the championship till the end last year, they couldn't start developing seriously for the next year, while teams like Toyota and Brawn (then Honda) had given up that season and started developing the car early, which gave them the advantage. But other than that, I don't know
