I believe it isn't the way to go considering that if both sides didn't have nukes during the Cold War (USA + Russia) then this "War" would have turned into a real war killing millions.  The mutual destruction plan prevented both sides from facing off with each other.  Sure a few mishaps almost happened (almost launching missile strike due to thinking one was being attacked) but the systems have improved and that shouldn't happen anymore.  If anything there should be a nuclear arms reduction.  A country doesn't need 20,000 or however many nukes.  A few thousand nukes should be plenty enough deterrence and reducing the number will reduce the possibility that they end up in the wrong hands.  Nuclear weapons have prevented a full scale or World War.
