People were getting married before Judaism. They were getting married in Egypt, Asia, and the Native Americas. Marriage was created as a way to pass property from the older men in the community to the younger men in the community, and make peace treaties between families and tribes and kingdoms or whatever. Men owned the women in most of the western world, and the whole concept of romantic marriage is very recent.
Even ancient Greece, where most men over 30 had sex with men under 30, had marriages to create family units so they could raise their children into responsible citizens.
