You can do that yet, it's supported by the system software and it's up to the game developers to enable. For example you can have custom music in KZ2 multiplayer, but it's not enabled in the single player campaign. I don't think they will take the control away from the game developers.
That's also another thing that nags me about the - obviously under development, I think it was visible as an option in that 2.7 demo clip - voice chat feature. If they put it completely in the hand of players they will render useless some game mechanics that limit voice chat: squad channels, proximity chat etc
