You are confusing "leading" with "some word that dosn't mean leading".
The PSP will never provide Japanese developers with an installbase like that of the DS. It will not happen. To that end, it is always going to be better to put games on the DS, at least in terms of return-on-investment.
No number of imaginary games will have the same impact on the Japanese buying trends that Dragon Quest will have.
