Microsoft is building campus improvements with bailout money, while laying off employees in their games division.

This statement is misleading.  MS is kicking in half of the funds for a new overpass designed to ease congestion into/out-of one of the MS campus locations.  The other half is being spent by the city from the funds provided by the "stimulus" plan.  None of the money is being spent by MS (it's a project run by the city), and it's not for buildings, etc., just road improvements.
