I think i remember reading something somewhere on bungie.net a while back (before halo 3 came out) stating that the reason why they didn't make it more than 16 players is because it got to chaotic in matchmaking, and that 16 players for halo 3 was the sweet spot...don't have a link so don't quote me on it. I really believe that its up to the developers to make games that have more players in multiplayer. So I don't think its actually the 360 itself, its just that the developers chose not to make it 32 or 64 people online ect.
