Technically although not widespread the Saturn had online before the Dreamcast.

Getting warmer, but not quite there. The Genesis had online before its younger brothers (although, again like the Saturn, not very widespread) in the form of the Sega Channel, and some Japanese service (not quite sure of the name).

 

 I don't think that counts. You couldn't use the Sega Channel to play games with other people, which is really what online gaming is. If Sega Channel counts then Satellaview also counts and is first.
