The fact that the game has characters from previous Tales of games should already tell you that this is a spin-off. 

I could definitely see this being a fighter, otherwise it would be a Tales of the World game.

PSP definitely is on a roll lately.

 

Well at the time I posted that, there was only the pic that was in the op. The pic had the heading tales of festival, so I was assuming that it was more than one tales of game being shown. That made me think that it wasn't referring to Tales of VS specifically. Now I know from the scans.
