Yeah, Symphonia for PS2 was never released in the West, despite it being the marketleader by far. Chances are that Vesperia PS3 will never leave Japan.

Vesperia 360 isn't even released in Europe yet, so localization isn't really a priority for Namco.

Namco originally had no intentions of bringing Tales of Symphonia to the US. However, Nintendo later asked for Namco to bring Symphonia to the US and offered to publish the localized version. Nintendo funded the translations, voice acting, and also helped promote the game by giving it a front cover on Nintendo Power. The game went on to sell fairly well in the US. Seeing as it was published by Nintendo outside of Japan, it is highly unlikely that the PlayStation 2 version will ever be released outside of Japan.

Plus, Namco brought Eternal Sonata out of Japan.

Namco already localized the game once, and they still have access to all the voice overs, etc.  It would be waste not to localize this one.  They'd have to add just a few lines for the new girl.

Looking at Symphonia, even IF they wanted to bring the ps3 version outside of Japan (when they really didn't want to bring either version outside of Japan), they would've had to relocalize the game themselves, as everything done for the GC version would've been in the hands of Nintendo.
