I'll admit I only skimmed your post. Something that stood out was "Japanese developers that want to make HD games into developing exclusively for the PS3 (when you know you are going to sell 2.5 million copies on the PS3 as opposed to 250,000 on the 360,"

Which ps3 game sold 2.5 million that only sold 250k on 360? And as fastford said above me, japanese devs are trying to penetrate the western market, which currently is being topped by the x360.

For the 2.5 million mark, I was talking about the potential that games will have to sell on the PS3 in Japan after GT5 and FFXIII launch as exclusives there later this year and the PS3's install base grows from 3 million to 5 million as a result.  Of course, FF Versus XIII as an exclusive has a chance to hit 2.5 million in Japan.  FFXII sold 2.42 million copies there.

However, if Star Ocean 4 had been on the PS3 instead of the 360, it would have sold multiple times what the 360 version did.   Street Fighter IV on PS3 sold over 2x what the 360 version did and Resident Evil 4 on PS3 sold 4 times what the 360 version did.  And as mentioned above Level 5's rpg sold 140,000 copies more than Star Ocean 4 despite the fact that Square is the premiere rpg developer in Japan while Level-5 is only the second, third, fourth, fifth, or sixth biggest rpg developer in Japan and WKC only received average reviews in Famitsu.

Japanese studios have much more potential for their games to sell on the PS3 in Japan than they do on the 360 and when the PS3 hits the five million sold in Japan mark, they won't really have any reason to develop games on the 360.
