If you beat Uruguay, you'd have 22, not 21. Which means that if you beat both Bolivia and Venezuela (as you should easily), you'd be already qualified. I know that if Paraguay wins 2 games, they qualify automatically, so 29 is a sure qualifier, 28 should be too
