If all developers think this way, we'd still be stuck with the SNES playing 2D platform.
It is good a good economic decision so long as the statue quo is maintained.
Think of it this way, the first PS3 game might cost additional fund for Valve, after that the net revenue raised for each additional port which won't take as much effort as the first game will eventually make the endeavour a commercial success. Even Gabe admit that the PS3 cannot simply be ignored in the future anymore, this is short term cost saving policy that take away long term revenue by limiting your audience.
