Yes. They will most likely not ever bother with the PS3. Their investments and knowledge lie in other architectures. That's just how it is.
It's not bias, it's business economics. Don't forget that it's not just a matter of expense of porting vs. increased revenue from multiplat sales, the sales Valve also means that there's a higher premium on their man hours. In the time it takes them to build a PS3 version of Left 4 Dead, they could probably just make another game altogether.
