No, IMO it is different for Valve because they controle their biggest distribution channel which is Steam. Retail and 360 are the nice to have for them (not to mention the affinity between the PC world and 360). Investing on the PS3 is not their biggest concerns for the moment and that is understandable...
On the other Hand (for MGS), Konami has .... the PS3... the least successul console on the market for the moment... They can only do better by going multiplat.

Ok you have a valid point there and I give you that. I forgot completely forgot about steam for some reason. Though maybe Konami should just release it to the PC for extra sales. It would probably sell alot more that way as well while not doing a 360 release.
360 may have the largest overall userbase but MGS is a game that does well in all territorries. The PS3 is greater in Others and Japan combined. The fact is though the game is one track to sell as well if not better than previous MGS games. Trust me if Konami wasn't happy with it's sales they would be releasing it to the 360 right know as we speak.
Still though Valve should not ignore a 21mil+ userbase just as Konami shouldn't do the same for a 29.5mil+ userbase. The only reason why Valve is worse is bcause of the vulgerness used against the 360 compared to the reason why Konami isn't doing things for 360.
