If he wants RPG is debatable, action games are debateable.
You dont need an HD TV to enjoy better looking graphics, and he will eventually upgrade to an HD TV.
You dont have to pay for Xbox Live, you can still download and buy stuff.
Also Xbox has Arcade games some good games he might miss or want to play, also achievements.
Also everything i just said ^ can be applied to PS3,but the PS3 b/c cost too much.

They really aren't that debatable. I mean understably game library preferences differ (and therefore can never be 'proven' or fact) but if you took a poll it's not even close. A vast majority would take the PS2 library over 360 or PS3 offerings. ESPECIALLY in the two given categories.
And yes you really do need an HD TV to enjoy HD games. Otherwise your text is screwed up and hardly readable.
He will eventually upgrade to an HD TV. The point is, it's all about the here and now for him. I suggested getting a PS3 W/ BC because it overall makes the most sense as far as I'm concerned. He can play the great library of PS1/PS2 games. (Especially ones the genres that he enjoys). Still be able to play a majority of next gen games, while still maintaining a connection with several popular Playstation franchises that are still only Playstation based.
Yeah you don't have to pay for Xbox Live and you can download stuff, but you can't play online with your friends. (Which is really the point, isn't it?). For someone who doesn't value or put much value into Online gaming. I think the PS3 provides a better choice because it's simple. It's there for him to use (For free) at his will. Maybe he wants to dive just a little bit into online gaming? Xbox Live is a little over priced for the usage he would potentially be getting out of it.
And the PSN has some good games that he might miss out on and also have trophies.
I understand the PS3 comes at a higher cost, but again when you factor in the ability to play PS2 games (Which was the premise of the question). I think it's an easy answer. He can get his cake and eat it too, by getting a PS3. If he gets a 360 and wants to play some of the best games created in their respective genres (PS2 games) he will also need to add on the cost of a PS2.

No the 360 still has better graphics than PS2,so even without a HD TV you can have a farther draw distance and much more.

Those are NOT ps2 graphics.
360 = 200,PS2 = 100 Thats 300$ nearly HALF hte cost of BC ps2.
Even if he got a 60 gig HDD for all the great XBL games then it would STILL be cheaper than B/C ps3.

Thank you. I'm well aware that the graphics are superior in next gen consoles (Even on an SDTV). That isn't the point. As someone who has played frequently on SDTVs with my next gen console, I have quite some frustration with the text being barely readable and quite frankly makes games annoying to play.
Playstation 2 is $130. An 8MB Memory Card is about $20. Let's just assume the need for an extra controller. Add another $20. We're looking at a PS2 for about $170. With what amounts to bare essentials. Add on a $200 Xbox 360. With a rechargeable battery pack. For what $15? Add on an extra controller. $40.
When it's all said and done. $170 for his basic PS2 setup. Plus $255 for a solid 360 setup? He'll be sitting at around $425. Now, this doesn't account for the future possibility of him wanting to game online (Add another $30+ per year) nor the possibility that he has wireless internet. Additionally, when he gets that HDTV (He never specified) but he may infact be a movie buff as well. If this is the case, he almost assuredly will want an HD movie collection. (Which skyrockets the price).
He could just get a PS3. Which is about $400 (And actually he may find one cheaper with BC). Add on an additional controller. For about $43. Add on HD cables for $15. You're looking at $468 dollars. For essentially future proofing your future setup (If he does get into the whole HD gaming/movie watching scene) while keeping the ease of use down to only one console (No console swapping back and forth) And lastly maintaining consistency in game selection. Many quality PS1 (Which he already established that he enjoyed)/PS2 titles have continued onward onto the PS3 (exclusively). For example, after playing some PS2 games (Let's say God of War 1 and God of War 2). It would be a huge buzz kill to not be able to play God of War 3 because you wanted to save less than $50.

Well i was just pointing out "You need an HDTV to enjoy HD consoles"Which is false.
PS2 is getting a price cut to $99
Memory Cards are dirt cheap and can be bought for under $10 used at gamestop.
Xbox 360 is still $199
Xbox 360 extra Stix (AkA controller) is $40 plus rechargable pack $20 + $20
All this equals $390
PS3 B/C $599
Extra Stix $60
This equals $660
Either way PS2/360 has the advantage and the biggest thing they have DIRT Cheap quality games.

While you don't 'NEED' an HDTV to play HD consoles, it certainly immensely adds to the experience. Otherwise the difference is negligible and in many cases actually annoying playing an HD game in SD. (As I mentioned text issues.)
PS2 hasn't had an official anything as of today it's still $130. So those will be the numbers we will use. Otherwise I could hypothetically say that the PS3 is getting a price drop down to $300.
All of the above prices were from Newegg including any possible shipping costs. If the PS3 is $400 it comes out to about 460ish for a PS3 to 425 for a 360.
What planet are you living on?

You can get BC compatible PS3s for 300 - 350$. Which in that case actually makes it cheaper than a 360. If he is getting a PS2, it makes more sense to just purchase the PS3 with BC. IMO.

Yet again $99 PS2 confirmed on VG chartz.
If i say you dont NEED 7.1 surround sound to enjoy a console, but it adds imersive experence but other wise its negligible.
Also finding a backwards comp PS3 would be tricky, and there sure to cost alot.
360 is dirt cheap, its future proof unlike the PS2 which is on its last year,360 is the way to go.
