While that's true to an extent, the PSP has the lowest software attach rate in recorded video game history. You can't just chalk that up to hacking either. There are not nearly enough tech saavy gamers for that to be the only cause of this. The PSP simply does not sell that many games. I don't hack PSP games and yet I still have only bought 8. I have bought almost 30 for my DS now. I use my PSP just has much for roms, but that doesn't mean I'm able to find more games on it. It's main problem is it's still lacking in a lot of genres. Mostly platforming, RPGs, and action-adventure. It also doesn't have games with blockbuster mass market appeal like the DS. No Nintendogs, Pokemon, or Mario.
