 That is what is so great about Chrono Trigger (SNES).  You could see the battle coming and avoid it, if you wished.  After playing it, I could not bring myself to play Final Fantasy II (US) or III (US) -- because you have to slog through each area, fighing on the whim of the computer.

 

Unfortunately, neither this feature -- nor the turn-based timing monitors  -- seem to have been used in later games.

 

Interestingly, Super Mario RPG and the Paper Mario games are basically turn-based RPGs and with action commnads where you can also avoid random battles.
