No, IMO it is different for Valve because they controle their biggest distribution channel which is Steam.
Retail and 360 are the nice to have for them (not to mention the affinity between the PC world and 360). Investing on the PS3 is not their biggest concerns for the moment and that is understandable...
On the other Hand (for MGS), Konami has .... the PS3... the least successul console on the market for the moment... 
They can only do better by going multiplat.
