Get a backwards compatible PS3 and buy PS2 games. Then you're HD ready but in no dire need for the newest games.

Then as I said, If money is a big priority. I would get a PS2 without hesitation. It's bread and butter is RPGs and action games. It provides you a larger libary of games, a cheaper entry point, cheaper games and good enough visuals. Plus familiarity with the PS1 controller (Assuming you liked it) will carry over onto the PS2.
