You are wrong. Halo isn't about hopping around your environment like a kid on a sugar high. It is about choosing your weaponry and forcing the opponent into your game. It is about being aware of their weaponry, being aware of where you are, and where they are. Also, because you cannot hold every single weapon in the game at one time, you must choose how you will try and encounter your opponent.
You are right, Quake 3 is all about aiming skill and dancing skill. Those skills will only get you so far in Halo. You have to actually play smarter. This is due to both melees, grenades, and equipment.
I guess the different between you and me is that you want a game that plays purely on twitch ability with little regard to thinking about how to go about something. Quake 3 is pretty much just see and opponent and start dancing, hopping, and straffing while cranking off at an opponent who is doing the same thing. There is some thinking required to try and use your environment to your advantage, but nothing on the scale of what is necessary in Halo 3.
This is also why I enjojyed Tribes so much. While there was twitch skill necessary in jet pack duels, it was more about how to approach different situations.
