I don't think you are looking at this correctly. PC is an OPEN platform. That means it can NOT be fully used. It's the nature of the beast. To use the MAX power the PC platform has to offer, EVERYONE would need to have the EXACT SAME motherboard, RAM. GPU, CPU, etc. That's NOT gonna happen.
PCs are easy to take advantage of in the general sense. damn near every clock cycle that can be used will be used from whatever CPUs they have targeted. Remember, CE3 is suppose to scale up depending on how many cores you have in your PC. PC GPUs can NOT be properly used due to DirectX (cross-GPU middleware). You will be lucky to use 60% of a GPUs power in ANY PC game due to code not being exactly tailored for a specific GPU.
The additional performance in the CE3 will probably bring to the PC version may not be immediately identifiable to a layman's eyes, but they will be there.
Of course, the CE3 can't handle what the engine GG used for KZ2. Every technique (except two) in Crytech's engine I've seen at MUCH better framerates than on the CE3 demo. The difference is that the KZ2 engine has a LOT more going on. Plus, there are several technique that are in the KZ2 engine that's not shown as a part of CE3.
Bottom line is that the PCs' power will be taken advantage of just about as much as a open platform like the PC can be taken advantage of.
