Visible portrayal, then. Romeo and Juliet don't get naked for all to see, and neither are they generally played by Actors/Actresses of the actual age of the characters (lest it be a high school play)
EDIT: Ahh, here's a quote from the last page of the article in question:
(For example, all underage characters' ages get rounded up to 18, no matter how young the character looks.)
