To be fair, that Wikipedia paragraph puts together real pornography with stuff like manga and anime where no real children were involved.
The Bangkok Times article is about real prostitution, but it might as well be about bureaucratic things like holding hosting services responsible for the content, obscuration of sites etc. I really doubt that the gist of the issue was that prior to 2003 Japan considered producing child pornography a legal business. One should read that to be sure, because the Wikipedia article is frankly a jumbled mess.
Btw, why should the mere possession of such material be a crime? If you did not pay for it and don't expose minors to it you're not financing child exploitation nor traumatizing anyone. It's between you and your demons.
