Selling relative to the userbase isn't important at the end of the day. A large userbase is certainly advantageous, but what decides whether it's successful is simply revenue / total costs.

And yes, we do apply the same standard to the PS2. Where the sales of Killer7, Okami etc. held against the PS2? No, because good niche games usually don't sell beyond their little following of fans.
