I highly doubt Mass Effect 2 will be heading to PS3. Mass Effect did not come out for PS3.

Whilst I don't contest your central point (that devs repeatedly dash hopes with their -- often contractually obliged -- close-lipped stances) Kojima wasn't really one of those. He denied a 360 MGS4 again, and again, and again, as I remember it, but people refused to believe him.
