True, it's all in the perceived quality. But there are also smart ways to make frame drops less noticeable to the player.
For example Wipeout dinamically changes resolution frame by frame to compensate for frame dips. And I had to read the frame analysis of KZ2 to know that it had those frame dips: the motion blur makes them totally unnoticeable for me through my several playthroughs, save for the loading pauses.
I wonder if a dynamical motion blur can be implemented depending on instant framerate...
