I can't wait to get hit while I wait for my next turn to attack. Nothing makes better sense than that! (I kid by the way.)
Luckily, commands can be executed even if the time gauge isn't completely full... so I guess it's an upgrade from the old ones.
This cost thing reminds me of Xenogears though. It's the best of both worlds!

Why is Bionic Commando Rearmed 2 getting so much hate? We finally get a real game and they're not even satisfied... I'm starting to hate the gaming community so f****** much...
