Keep in mind that Ueda's a perfectionist. His team only consists of 40 people, because of is strict limitations on who he'll hire, and his agmes take years to make, becuase of teh smalle team size, and because he tries to do everything himself to make sure it's done right.
"Struggling" for him most likely means he's just trying to fully flesh out some aspect of the game.
