Def Jam Vendetta and Fight for NY were really good. They were co-developed by Japanese and American development studios.
I tried Tao Feng also, and it was ok. The co-creator of Mortal Kombat, John Tobias created it exclusively for the Xbox last gen. It's relatively unknown.
However if you expand your definition of fighting game to incorporate boxing games, which are very much fighting games, then EA Chicago has a killer series called Fight Night that rocks hard and the new Punch Out for Wii is being developed by Canadians.
If you were trying to shove it down people's throats that Japanese developers make better fighting games then this was a pointless thread since there's probably not a soul on Earth that would disagree with you. It's along the lines of making a thread asking what great first person shooters were made by Japanese developers.
