I'm actually surprised that you consider Zelda a game of low replay value. As much as I hate the way Nintendo ends the Zelda games, I'd say that Ganon is the "spiritual" ending to the game.
If it's a linear game I don't mind having a low replay value (including new game + and all that stuff) as long as it takes a decent amount of time to finish it, I'd say that 20hrs+ is good enough
but if it's something that has some sort of "career" mode or something like that I don't mind being short as long as I have loads of stuff to unlock, e.g. Rebel Strike
but a game with higher replay value has priority over longer games without replay value, and short games with questionable replay value have the lowest priority, unless it's really awesome (Eternal Darkness was a good buy!)
