If I recall, it can either end with A- Shepard saving the council (and delaying the alliance's attack on Sovereign) and humanity being granted a seat on the council or B- The council being destroyed because Shepard opts to give the alliance an immediate path to attack Sovereign where humanity assumes the role of the council and Shepard can either appoint Ambassador Udina or Captain Anderson to fill the position.

My first playthrough I went with A, but I've been wondering since I played it which was the canon ending. Hopefully they find a way to make it work with both endings so we could have alternate beginnings to ME2. That would be truly epic.
