because the 60GB HDD is enough. You don't need to upgrade as a premium or elite user. A 20GB PS3 more or less needs an upgrade. I mean, playing Resident Evil 5 and Devil May Cry, more than half of the space is gone.
On the other hand, the arcade version is so cheap, that a lot of gamers can jump in. If they like what they see and they want to get onlive, then get the XBox Live starter pack with 3 month of Xbox Live Gold, a 60GB HDD, a headset and a ethernet cable for 99USD. It is not THAT expensive.
Imagine not having GamePass on your console...
