I'm sure it did, but Rockstar is so late jumping on the boat to put them on Ninty platforms, that it will become increasingly more difficult to get good brand recognition with the platforms. Not to mention there is heavy heavy competition on DS and Wii as numerous amounts of titles release all the time.
What they probably need to do is just keep releasing GTA games on the platforms to build up brand. Kind of like how Capcom did with the RE series on GC. GTA: CW might have been a little too ambitious for a first project to really see huge success but if they are trying to establish the brand making a quality first game is a good start. Now just needs continued advertising and word of mouth to spread it.
