I heard about some people stating their PS3s are noisy, so probably it's true for some models.

However certainly not for all models, the PS2 compatible PAL launch models are near noiseless, later 80 GB PAL units also make very little noise (but you can more readily notice lens motor movement).

So I think this complaint probably regards to launch model NTSC units mainly, which included the PS2 CPU as well in addition to the PS2 GPU. Maybe due to this these units required more cooling than the PAL PS3 launch units.

In any case, I don't think the level of noise production would be anywhere near those of the 360 when you insert a disc. That's pretty extreme, has there ever been a more noisy console than that?
