Nope. That “last years business” crap I don't buy. Congress was still arguing about the budget, why can't the White House say no. He is about change in washington, but then says he must sign a ridicules spending bill because thats the way it's done. Its got his name on it, it's his.
and this line:

has nothing to do with Bush.
