I was wondering the same thing and I found this in the article.

"It applies a 16-cent charge to every Gigabyte of content downloaded from the PS3’s PSN online store.  For free content, like demos, those charges apply only during the first 60 days of the content’s release."

So publishers will pay for the first 2 months which is when most of the downloads occur. This will definitely affect the free content being offered. Publishers could pay millions of dollars if you consider how many demos they put out a year.
