I think it would be reasonable, nay, more than reasonable if this charge was applied only to paid downloadable content. Applying these charges to free content like demos and small add-ons doesn't make sense, and just encourages the publishers to hold them back.
With that being said, we haven't really seen any backlash from this, yet.
Either way, as long as I can log on to an online service for free (y'know, the ordinary way to offer online) without losing a plethora of content, then I'm fine.
