Not necessarily.
It's more, releasing something that's been done before, but make it seem like it's really new, do it a lot better (or as good as) and it'll sell well.
I'm pretty sure every innovative game (or nearly every) this gen can be linked to have been derived by an older game that didn't sell well and fell into obscurity. Prime example is Gears of War, Kill Switch did it first, but Gears is often noted as being the origin of 3rd person cover/blind fire etc
And even then success is not guaranteed.
