I never actually paid any attention to the story in Resident Evil 4. I worried more about the gameplay mechanics than anything really. The story was more so about the president daughter being kidnapped by some organization. Leon gets injected with some fluid and he has minor side effects, eventually Leon and Ashley escape off the island and such.
I think Wesker made a appearance in the game though!
